. water is coming up through the heat vents and it was just flashing and now it's kind of scary. >> the threat of waves is frightening for one neighborhood. this is 9news now. >> and right now we are one hour away from the high tide. an entire town rallying to save one beach side row of houses. as brittany morehouse explains, it's a case of one small community banding together to save some of their own. >> reporter: thousands of sandbags crowd the base of three houses. >> it's been three days of 30-mile per hour winds and relentless waves. >> this is the first time it's ever been this bag. >> reporter: the captain says he used to look out at 60 feet of beach. now he's perched above pounding waters. >> we've had the xhub tee down

we speak. again, high tide is at midnight. the huntington volunteer fire department is on the scene helping with the equipment, the workers and the food. so could anymore blooding happen overnight? let's -- flooding happen overnight? let's check in with topper shutt. he has the forecast first. >> i'm afraid so. high tide is an hour away. we still have a coastal flood advisory. it's been extended now until 7:00 p.m. tomorrow for this very reason. often times after the rain stops, the flooding takes another 24 hours to occur and that the case in this case. now, in terms of winds, they're dying down a little bit. winds are 26 miles an hour on the bay. that's the bad news. let's go to the computer and we'll talk about wave heights and here we are. three-foot waves right where brittany was. still off shore. they're 16, 14, 13 feet waves off the delmarva. so in some respects we're not done with this just yet. we will come back and talk about the wakeup weather in about ten minutes. derek, back to you. looking ahead to tomorrow, virginia governor tim kaine will

reassess some of the storm damage. he'll also tour parts of south hampton roads, ocean view and norfolk. now, this time last night, parts of norfolk were under water. this is video from one of our sister stations where let's just say the reporter really got into his work. you can see the water was just crazy high. now, tonight the wind and rain has started to ease a bit up on the new jersey coast and bridges are starting to reopen as the flood waters recede. about 100 people lost power because of the storm as it rolled through the this morning and parts of the barrier islands also had some severe flooding. as president obama decides what policy to pursue in afghanistan, the army today released a report showing increasing morale problems among the troops there. no surprise that those who have done multiple tours of duty in that country are having the most trouble. gary nurenberg is here with more on that. gary. >> reporter: well, derek, you've really zeroed in on what appears to be the key here. soldiers in their third or fourth tours have lower morale

and higher incidents of stress, psychological and marital problems than those who have been in afghanistan for shorter periods of time. >> they're tired. and it's -- you know, year after year of continual deployment wears on you. >> reporter: the new army reports compares 14% of soldiers have some type of psych logical problem. 21% of men in the lowest ranks are having that kind of trouble. the increasing violence has a relation to the increasing stress. but one military expert says policy plays a roll as well. >> i think a lot of them aren't sure what the policy is. they understood you go in and take out al qaeda, let's go after the terrorist, they get that. what are we doing eight years later? they don't get that. it's not clear what the policy is. >> reporter: after questionable elections, troops are hearing continued criticism of corruption in the government that runs afghanistan. a former marine quit his state department job in frustration in september. >> this is what we want. we want our young men and women

fighting and dying to support a corrupt and illegitimate board of government that only benefits itself. >> reporter: not a universal view but a factor for troops who may wonder what the mission is. it called for more psychological support to be for froot line troops but -- front line troops but there is trained professionals who can help. derek. >> gary nurenberg, thank you. an accused terrorists for the worst attack on american soil will be tried. they will move khalid sheikh mohammed and four of his conspirators out at guantanamo bay and the men will be tried for the 9/11 attacks just a short distance from where the towers once stood. there are some legal concerns. the suspects were held in secret prisons with no access to attorneys and muhammad's confession after he was water

booded 183 -- boarded 183 times in three months. the massacre made or accepted wide transfers with pakistan, a country packed with muslim. and that came on the committee. they charged him with 13 counts of premeditated murder. he is recovering in a texas hospital after a civilian police officer shot him stopping his deadly rampage. doctors now say he may be permanently paralyzed from the waist down. and new at 11:00, the army ordering an investigation into the operations at the arlington cemetery. at issue, an incident involving cremated remains buried at a grave site already in use. the mistake was corrected but now more records are being examined. we contacted robert poole about this investigation and he responded saying while there is cause for concern, i would wait for the results of the army's

investigation to see if there is also cause for outrage. we'll keep you posted. a family who came to arlington today to bury a decorated war hero will have to wait. that's because somebody stole the remains. yesterday that family visited the national museum of the american-indian when somebody broke into their vehicle and stole a bag with schmidt's urn inside it. the cemetery still had a ceremony for schmidt. the discovery of water on the moon is opening up a whole new frontier for space pioneers. after last month's mission to smash a rocket into the moon's surface, nasa says they found a significant amount of water, 26 gallons. i spoke with nasa's chief scientist to see what kind of steps nasa will take next. >> the next step is to continue mapping the moon with the lunar

? a trip to france for a group of high school students from sterling, virginia, ended on a sour note after the school suspended 11 honor roll students for drinking. it's a story we'll been following for months and the question is did the school violate its own policy when they gave out that punishment. surae chinn joins us more with answers to that question. >> well, derek, school policy says first time offenders are only supposed to get ten days. a judge says that's not what happened. >> reporter: a trip to school after school officials suspended 11 students on their last day.

>> the judge felt that the school system botched the suspension. >> reporter: her daughter was one of those students suspended for drinking alcohol. a judge recently sided with her saying instead of ten days, the school suspended them for at least 11. that extra day means the record will show up on a college transcript. >> it will damage her reputation. it will damage her academic standing. it will damage her chance of getting into a good student. >> she is a 4.0 student. >> she is 4.9 student. >> they suspended a child that didn't take any alcohol. >> reporter: jack weber says his daughter was one of those that didn't drink but was punished anyway. speaking to the school board this week, he says they broke their own policy. >> force of tactics and threats by chaperones, convictions without evidence. we spoke of allowing some students to carry alcohol back to the united states. >> reporter: weber and other parents want their children's record expunged. >> the majority of the board

combined, look at this thing. until it gets far enough east of us or until it gets past our parallel, it will play an important part in our weather. so while the winds will subside tonight for us, they're still going to pound the coast one more night and that's one more reason why nor'easter's are so much more damaging than hurricanes. it's day after day after day. and we do have a couple of showers to the south of us down towards the southern maryland again and the delmarva and the heaviest rain right now is heading up into new england. so, again, heavy rain up the storms are not quite so much. next seven days, 60s tomorrow. 70 on sunday. just beautiful. and then we have a nice stretch of weather ahead. monday sunshine, mid 60s. and then tuesday, wednesday, thursday and friday we're dry. temperatures either side of 60 which is actually at or above average for this time of year with a high of 64 on thursday. >> very nice. >> uh-huh. >> well, we have a lot of sports going on this weekend. the weather is going to be okay
